Edmonton elections suffer from low turnout and also more than half the votes that are cast are ignored and elect no one.

situation is much the same in Calgary

so not surprising to me that only 10 percent of respondents are happy with local government.

Calgary used a form of PR (STV) in city elections from 1917 to 1971 excepting most of the 1960s.

so has no excuse for now using FPTP.

Edmonton used STV in the 1920s , dropped it for no good reason.

but even so has only used single-winner FPTP to elect city councillors since 2020,

from 1928 to 2020 no city councillor was elected using single-winner FPTP, except in the occasional by-election.

Block voting in multi-member wards was the method for almost a hundred years.

not proportional but at least not FPTP.

if voters suffer their votes being ignored, they are not likely to be happy with the governments that are elected.
